Allows public agencies to hold meetings accessible by electronic equipment or hybrid in-person/electronic meetings under Connecticut's Freedom of Information Act, effective from July 1, 2021.

Requires public agencies (except the General Assembly) to provide written notice at least 48 hours before conducting regular meetings by electronic equipment to agency members and post notices in three locations: the agency's office, the Secretary of State's office/website, and the agency's own website if one exists.

Mandates that meeting agendas be posted at least 24 hours in advance in the same manner as meeting notices, and must include instructions for public attendance and comment participation via electronic or in-person methods.

Applies notification requirements to state agencies, quasi-public agencies, political subdivisions, and multitown districts, with separate posting procedures for different entity types.
