Establishes a task force to study the feasibility of converting the Connecticut General Assembly to a full-time legislature with compensation equivalent to the state median wage.

Task force composition includes 10 members appointed by legislative leaders: 2 from House Speaker (one with constitutional law expertise), 2 from Senate President Pro Tempore (one with constitutional law expertise), 2 from House Majority Leader (one with state budget expertise), 2 from Senate Majority Leader (one with state budget expertise), 1 from House Minority Leader, and 1 from Senate Minority Leader.

Study shall include legal research on required state constitutional amendments, budget impact estimates, and a possible implementation timeline.

Task force must submit findings and recommendations by January 1, 2023, to joint standing committees on government administration, appropriations, and state agency budgets.

Office of Legislative Research and Office of Fiscal Analysis shall provide research support on full-time legislatures in other states and cost calculations; task force terminates upon report submission or January 1, 2023, whichever is later.
