Redefines "competitive procurement" as an open and fair process where all responsible entities have equal opportunity to pursue state contracts for services.

Increases thresholds for when competitive procurement is required: contracts up to $20,000 (through June 30, 2023) and $50,000 (July 1, 2023 onward) require competitive negotiation or quotations when possible.

Requires state agencies to obtain Secretary approval for personal service agreements exceeding $50,000 or longer than one year, with approval decisions required within 15 business days.

Mandates state agencies notify the Auditors of Public Accounts before applying for sole source purchase waivers for audit services and allows auditors to review applications.

Effective October 1, 2022; updates procurement standards and reporting requirements for state agency personal service contracts across multiple statutory sections.
