Changes state procurement law to mandate (rather than allow discretionary) up to 10% price preference for goods made with recycled materials, recyclable products, or remanufactured products for contracts awarded on or after October 1, 2022

Defines "recyclable" as materials recoverable from solid waste for reuse through programs available to at least 75% of Connecticut's population, and "remanufactured" as products restored to original function while retaining most used components

Maintains existing price preference options for clean alternative fuel vehicles (up to 10%) and micro businesses (up to 10%, or 15% for veteran-owned micro businesses)

Requires the Commissioner of Administrative Services to actively increase state procurement of recycled and recyclable products through minimum waste content goals, bid specifications requiring waste content statements, and elimination of specifications favoring virgin over recycled materials unless compelling reasons exist

Effective October 1, 2022; amends Connecticut General Statutes sections 4a-59(c) and 4a-67a
