Establishes a commercial driver's license training program administered by the Office of Policy and Management to provide tuition expense support for individuals seeking to become commercial truck drivers, effective July 1, 2022.

Training programs must be offered by tax-exempt 501(c)(3) organizations at three locations in different distressed municipalities, with programs offering hands-on training and permanent job placement assistance.

Allows enrollees to finance training through income share agreements, where trainees pay a percentage of future earnings for a fixed period; priority given to unemployed, underemployed, disadvantaged, formerly incarcerated, and veteran applicants.

Authorizes the State Bond Commission to issue up to $6.5 million in bonds, with $1.5 million per location designated for equipment, trucks, trailers, garages, and capital expenditures; bonds mature within 20 years.

Requires annual reporting to the Governor and legislative committees starting July 1, 2023, detailing program enrollment, completion rates, and permanent job placement numbers.
