The Commissioner of Transportation and each municipal chief executive officer must submit a letter to the Secretary of the Office of Policy and Management by December 1, 2022, stating whether they provide advance notification to utility companies of road paving, repaving, or grading projects affecting gas, water, or sewer infrastructure.

Submitting entities must describe their processes for advance notification and final inspection/approval procedures for each affirmative answer regarding utility infrastructure projects.

Gas, water, and other utility companies must submit their own descriptions by December 1, 2022, detailing their experiences receiving advance notifications from the Department of Transportation and municipalities.

The Secretary of the Office of Policy and Management must submit a comprehensive report to the General Assembly transportation, finance, and appropriations committees by January 1, 2023, summarizing all notification processes, inspection procedures, and comparing utility company experiences with municipality claims.
