Removes motorcycles from the emission inspection exemption list, requiring them to undergo periodic emission control equipment inspections starting October 1, 2022.

Establishes mandatory periodic decibel level inspections for all motor vehicles subject to emissions testing, with maximum decibel limits based on section 14-80a standards and regulations.

Prohibits removal or disablement of noise-limiting equipment on motor vehicles and subjects violators to registration revocation unless equipment is restored within 60 days of notice.

Imposes a 50% sales and use tax on motorcycles exceeding maximum decibel limits and on replacement or aftermarket motorcycle mufflers that would cause a motorcycle to exceed decibel limits.

Requires motor vehicle dealers and repairers to certify that vehicles sold comply with emissions and decibel level inspection requirements, with compliance statements provided to purchasers.
