Commissioner of Correction shall convey approximately 2 acres of state land in Cheshire to the Chesprocott Health District at a cost equal to administrative expenses, subject to State Properties Review Board approval.

Chesprocott Health District must use the parcel to build a regional health district facility housing Division of Emergency Management and Homeland Security Region No. 2 and emergency support function No. 8 for public health and medical services.

Land reverts to the state if the health district fails to use it for specified purposes, does not retain full ownership, or leases all or any portion of the parcel.

State Properties Review Board must complete its review within 30 days of receiving a proposed agreement from the Department of Correction.

State Treasurer shall execute the necessary deed with provisions to carry out the health district's intended purposes, while the Commissioner of Correction retains responsibility for all other aspects of the conveyance.
