Commissioner of Administrative Services shall convey to the City of Torrington a parcel of land at 153 South Main Street containing the Torrington Armory (approximately 0.69 acre, Lot 009 in Block 021 on Tax Assessor's Map 116) for one dollar plus administrative costs, subject to State Properties Review Board approval.

City of Torrington must use the parcel and any improvements for municipal purposes only.

Property shall revert to the State of Connecticut if the city fails to use it for municipal purposes, fails to retain full ownership, or leases all or any portion of the parcel.

State Properties Review Board must complete its review within thirty days of receiving the proposed agreement from the Department of Administrative Services.

State Treasurer shall execute and deliver the deed with provisions ensuring compliance with municipal use requirements, and the Commissioner of Administrative Services retains responsibility for all other aspects of the conveyance.
