Proposes amending Section 7 of Article Third of the Connecticut Constitution to transfer jurisdiction over state legislative election disputes from the General Assembly to the judicial branch.

Removes current language stating "Each house shall be the final judge of the election returns and qualifications of its own members" and replaces it with judicial authority.

Grants the judicial department exclusive jurisdiction to adjudicate disputes or questions regarding election returns and qualifications of General Assembly members.

Requires election vote returns and canvass results to be submitted to the House of Representatives, Senate, and Supreme Court on the first day of the General Assembly session.

Directs the amendment to be presented to voters at the general election on November 8, 2022, with ballot language asking whether to vest exclusive judicial jurisdiction over legislative election disputes and qualifications in the Judicial Branch.
