Proposes adding Section 21 to Article First of the Connecticut Constitution to recognize a right of personal reproductive autonomy and freedom as fundamental to liberty and dignity of self-determination.

Prohibits enactment of laws that deny or infringe this reproductive autonomy right unless the law is justified by a compelling state interest and uses the least restrictive means to achieve that interest.

Amendment would be continued to the next General Assembly session elected at the November 8, 2022 general election or presented to voters at that same election, according to Article Sixth of the Constitutional amendments.

Ballot designation for the November 8, 2022 general election would read: "Shall the Constitution of the State be amended to recognize a right of personal reproductive autonomy and freedom?"
