Adopts the 2022 regular session Senate rules for the November 2022 special session, except as modified by this resolution.

Allows bills or resolutions to be transmitted between chambers and acted upon in either chamber first with consent of the Speaker (if filed in House) or President Pro Tempore (if filed in Senate).

Establishes order of business including reception of communications from Governor and Secretary of State, introduction of bills and resolutions, reception of business from House, and introduction of guests.

Requires Senate members offering amendments that reduce revenues or increase expenditures to provide fiscal notes and signed written explanations to leadership on how the state budget would be balanced.

Restricts which bills and resolutions may be received during the special session to only those specified in Joint Rules and certified bills, plus resolutions pertaining to session rules, journal printing, and session expenses.
