Public Act No. 23-208 Summary

• Children under age 5 may be admitted to public schools upon written parent request and principal assessment of developmental appropriateness, effective July 1, 2024.

• Commissioner of Education must develop a report by January 1, 2026, on the effectiveness of the alliance district program and recommendations for decreasing the total number of alliance districts by July 1, 2027.

• School resource officers must complete training in social-emotional learning and restorative practices, and submit reports within five school days of investigations or behavioral interventions that escalate to violence or constitute crimes, including student demographic data.

• The Roberta B. Willis Scholarship program provides need-based and merit-based grants to eligible undergraduate students at Connecticut's public and independent institutions of higher education, with grants up to $4,500 for full-time students.

• Regional School District 20 elections schedule adjusted to have staggered member elections in 2024, 2025, and 2026, each electing one member per town with four-year terms.
