HB 5048 Summary

• Changes veterans' specialty license plate fees to cover one-half (instead of entire) cost of making plates for standard veterans, Hmong Laotian special guerilla unit members, and war campaign medal recipients, effective October 1, 2023.

• Establishes $15 replacement fee for mutilated or illegible veterans' specialty plates.

• Reduces "Support Our Troops!" commemorative plate fee for veterans and active/reserve armed forces members from $60 to $30, with $7.50 going to the Department of Motor Vehicles and $22.50 to Connecticut Support Our Troops, Inc.

• Reduces fees by 50% for eligible veterans and armed forces members applying for 15 specific special number plates including Disabled American Veterans, Korean War Veterans Association, Purple Heart, and Pearl Harbor 1941 Survivor plates.

• Requires Department of Veterans Affairs to verify Hmong Laotian special guerilla unit service within 30 days using affidavits, witness statements, and official documentation before motor vehicle plates can be issued.
