Authorizes the town of New London to receive assistance at the full reimbursement rate for abatement and demolition work performed from 2020 to 2023 under contracts related to the New London High School building project.

Exempts the town of New London from provisions of chapter 173 of the general statutes for purposes of obtaining full reimbursement for these specific abatement and demolition costs.

Covers work performed under the original contract and any amended contract entered into by the town of New London for the school building project.
