Establishes a "Learn Here, Heal Here" program providing tax credits to licensed mental health care providers who graduate from in-state institutions of higher education

Requires recipients to reside and work in the state for at least 10 years after graduation to qualify for the tax credit

Allows tax credits to be used toward down payments on home purchases within the state

Tax credit amount cannot exceed a certain percentage of total income tax paid by the graduate during the prior 10 years

Aims to increase the number of mental health care providers in the state
