Commissioner of Agriculture shall convene a working group by July 1, 2023 to develop legislative recommendations for reducing domestic animal attacks resulting in death or serious injury.

Working group shall address shortening the appeal process for animal control officer disposal orders while maintaining due process protections for animal owners.

Working group membership includes the State Veterinarian, animal control officers representative, American Kennel Club representative, dog bite victims organization representative, Connecticut Humane Society and ASPCA representatives, three municipal chief elected officials (from municipalities of varying sizes), insurance industry representative, Attorney General representative, police and fire department representatives, emergency trauma physician, and Connecticut state police representative.

Working group shall hold at least two public forums during its work.

Commissioner shall submit working group recommendations to the joint standing committee on environment by February 1, 2024.
