Requires nonessential indoor and outdoor lighting to be turned off at state-owned buildings and leased buildings between 11 p.m. and 6 a.m. during peak avian migration periods.

Defines peak avian migration periods as August 15 to November 15 and April 1 to May 31 each year, with authority for the Commissioner of Energy and Environmental Protection to adjust these dates.

Defines nonessential lighting as lighting not deemed essential for safety or functionality, as determined by state agency heads.

Requires state agencies leasing buildings where the state is not the tenant to use best efforts to include lighting restrictions in lease agreements during migration periods.

Mandates all new and replacement exterior lighting fixtures on state buildings and facilities must carry the Fixture Seal of Approval from the International Dark Sky Association.
