Increases the maximum individual qualifying contribution amount from $250 to $1,000 for state-wide office candidates under Connecticut's Citizens' Election Program, effective January 1, 2024.

Applies the $1,000 limit to candidates for Governor, Lieutenant Governor, Attorney General, State Comptroller, State Treasurer, and Secretary of the State.

Requires candidate committees to return any contributions from an individual exceeding $1,000, with excess portions not counted toward qualifying contribution totals.

Establishes that the $1,000 maximum individual contribution amount will be adjusted quadrennially beginning January 15, 2026, based on changes in the consumer price index for all urban consumers.

Specifies that adjusted and rounded contribution amounts cannot exceed the applicable contribution limit set forth in General Statutes section 9-611.
