Municipalities with a population of at least 50,000 may establish a traffic authority by legislative vote, effective July 1, 2023.

Each municipality's legislative body shall prescribe the qualifications, terms of office, and compensation for traffic authority members.

A newly established traffic authority shall replace any existing traffic authority and have the same powers and duties as those defined in Connecticut General Statutes Section 14-297.

Redefines "traffic authority" to include four categories: board of police commissioners, city/town manager or police chief, board of selectmen, or a newly established municipal traffic authority under this act.

State traffic control remains under the Office of State Traffic Administration, which retains authority over uniform traffic control systems and must approve all traffic control signal installations.
