Requires the Commissioner of Motor Vehicles to collect the name and telephone number of an emergency contact person from all applicants for or renewers of operator's licenses, instruction permits, or identity cards.

Mandates the Commissioner provide emergency contact information to law enforcement officers upon request during emergencies.

Enables law enforcement to more quickly and efficiently notify the family of an injured or deceased person.
