Establish a cap on tetrahydrocannabinol (THC) per single serving and require disclosure of THC concentration and potency description on all cannabis product labels.

Require warning labels on cannabis products stating they may be addictive, lead to birth defects, or cause psychosis; prohibit gasoline dealers from selling any THC-containing products.

Suspend retail cannabis sales until a drug recognition expert certification program becomes operational and require each cannabis retailer to employ a certified budtender during operating hours.

Prohibit cannabis consumption in locations where alcohol is prohibited; prohibit sales of edible cannabis products and require all cannabis products be sold in child-proof containers.

Require motor vehicle operator license applicants under age 18 to complete a course on cannabis effects and driving ability; designate cannabis as a Schedule II controlled substance; require the Department of Consumer Protection to review and approve all cannabis products and their dosages.
