Executive Director of the Office of Health Strategy must contract for a cost-benefit analysis of establishing a "HUSKY for All" universal health care financing system with a person or entity that has completed at least two similar analyses at the state or federal level.

Analysis must include all subjects from substitute senate bill 1090 of the 2021 regular session and examine costs and benefits of universal health care and prescription drug coverage for all state residents.

Analysis must evaluate universal coverage for physical, mental, behavioral, dental, reproductive, and holistic health care; vision and hearing aids; and long-term care including home, hospice, assisted living, and nursing home care.

Analysis must also assess patient choice of provider and include services of certified mental health professionals, community health workers, doulas, and freestanding birth centers.

Report on study results must be filed by January 15, 2024, to the Governor and joint standing committees of the General Assembly with cognizance of appropriations, budgets, aging, children, human services, insurance, labor, and public health matters.
