Amends section 10-14hh of Connecticut general statutes to require the Department of Education to grant waivers to local and regional boards of education from implementing a reviewed and recommended reading curriculum model or program.

Waiver grants are mandatory unless the Commissioner of Education can demonstrate that the board's current reading curriculum does not meet the requirements in subdivisions (1) and (2) of subsection (d) of section 10-14hh.

Removes the requirement for boards to submit specific data (subparagraph (A) of subdivision (1) of subsection (d)) as a condition for waiver consideration.
