Amends Connecticut General Statutes titles 10 and 10a to guarantee students at public schools, colleges, and universities the right to exercise freedom of speech and assembly.

Protects students from discrimination or penalty based on the religious or political content of their expression and student publications.

Establishes exceptions where student expression may be restricted if it is obscene to minors, libelous, slanderous, or incites students to commit unlawful acts or violate school regulations.

Permits schools to restrict student expression only when it creates a clear and present danger or causes material and substantial disruption to the orderly operation of the school.
