Commissioner of Energy and Environmental Protection must adopt regulations by January 31, 2024 establishing public safety capacities for each state park

Park rangers must close parks to new entrants when capacity is reached, regardless of whether visitors arrive by vehicle or on foot

Capacity determinations must consider: number of visitors that can be safely supervised given park staffing, number of swimmers relative to lifeguard staffing at parks with water bodies, and parking capacity

Pedestrian and vehicular traffic on highways leading to parks must also be considered, particularly when congestion threatens public safety or blocks emergency vehicle access

Commissioner may use vehicle counts as a proxy for visitor numbers when determining capacity
