Prohibits any person from engaging in drilling for oil or gas in Connecticut's coastal waters, effective October 1, 2023.

Prevents all state agencies, including the Department of Energy and Environmental Protection, from issuing or approving permits, leases, contracts, or conveyances for oil or gas drilling in coastal waters.

Prohibits seismic mapping in Connecticut's coastal waters and prevents state agencies from issuing or approving related permits, leases, contracts, or conveyances.

Defines "seismic mapping" as the use of sound wave technology to locate and map geological formations below the Earth's surface that may contain oil or gas for exploration or drilling purposes.

Requires regulations mandated by section 22a-472 to be adopted before any exploratory drilling for oil or gas may be conducted.
