Repeals and replaces Section 22a-113p of the general statutes to revise the harbor management act effective from passage.

Harbor commissions may review and make recommendations on proposals affecting harbor-adjacent property received by local agencies including zoning commissions, planning boards, and historic district commissions, with agencies required to notify the commission at least 35 days before any hearing or final action.

Local agencies must consider the commission's recommendations, and a two-thirds vote is required to approve proposals that did not receive a favorable recommendation from the commission.

Harbor commissions may review and make recommendations on state permit or license applications affecting the harbor, with state agencies required to ensure applicants consult with the commission prior to submittal.

Binding recommendations from the commission that are consistent with and supported by the harbor management plan shall be binding on state agencies unless the agency provides written justification for taking different action.
