Prohibits state and municipal government agencies, government contractors, and all businesses from selling, using, purchasing, or providing food ware or beverage products composed in whole or in part of polystyrene.

Prohibits the use of polystyrene-composed packaging products, including packaging peanuts, by covered entities.

Prohibits the provision of single-use plastic cutlery, straws, plastic stirrers, splash sticks, and food ware accessories, with an exception allowing single-use plastic straws for persons with disabilities.

Applies restrictions to state and municipal government agencies, vendors with government contracts, food vendors, and all businesses.

Aims to reduce single-use plastic waste and protect marine habitats and human health.
