Bill Summary: HB 5888

• Requires the Auditors of Public Accounts to conduct annual audits of the Metropolitan District of Hartford County (instead of biennial audits allowed for other agencies).

• Establishes a task force to examine the district's organization, operations, and charter provisions, with a report due by January 1, 2025; task force includes representatives from member and nonmember municipalities, state agencies, and advocacy organizations.

• Requires the Metropolitan District board of commissioners to adopt and enforce a model code of ethics by January 1, 2025, as developed by the State Ethics Commission.

• Removes "costs of audits" from allowable bond issuance expenses and exempts the Metropolitan District of Hartford County from municipal financial reporting requirements under chapter 7-391.
