Establishes a purple alert system in Connecticut to help locate missing persons with disabilities who meet specific criteria

Applies to missing persons who have mental or cognitive disabilities (excluding Alzheimer's or dementia), intellectual disabilities, developmental disabilities, brain injuries, or other physical/mental/emotional disabilities unrelated to substance abuse

Requires that the missing person disappeared under circumstances indicating credible threat of immediate danger or serious bodily harm as determined by local law enforcement

Requires that the missing person cannot be returned to safety without law enforcement intervention and does not qualify for alerts under existing alert systems
