Amends chapter 246 of the general statutes to require the Commissioner of Motor Vehicles to authorize licensed drivers' schools to administer the on-the-road skills test portion of the motor vehicle operator's license examination.

Applies specifically to persons with disabilities seeking to take the on-the-road skills test.

Licensed drivers' schools must comply with section 14-69 of the general statutes to be authorized to administer the test.

Expands access to the on-the-road skills test by allowing drivers' schools to conduct testing rather than limiting administration to a single state agency.
