Requires chief elected officials of municipalities with high levels of traffic violence to submit a plan to the General Assembly addressing locations of pedestrian or bicyclist serious injury or death, with goals to reduce future incidents.

Mandates joint submission of traffic safety plans by the Commissioner of Transportation and municipal chief elected official when injuries or deaths occur on state roads within a municipality.

Requires councils of government or metropolitan planning organizations to provide relevant information, including previous or current studies about injury and death locations, to municipal officials for inclusion in submitted reports.

Applies to municipalities determined to have a "high level of traffic violence" based on the number of incidents resulting in serious physical injury or death of pedestrians or bicyclists.
