Adds option for immediate family members of Connecticut residents killed in action during active military duty to have their status indicated on motor vehicle operator's licenses and identity cards, effective October 1, 2023.

Requires the Department of Veterans Affairs to verify Gold Star Family status within 30 days of request and notify the Commissioner of Motor Vehicles, who must then display this status on original issuance, renewal, or duplicate licenses and identity cards.

Defines "immediate family member" as spouse, mother, father, brother, sister, child, grandmother, or grandfather of a deceased service member.

Authorizes the Commissioner of Motor Vehicles to issue special "Gold Star Family" memorial license plates at no charge to eligible immediate family members for vehicles owned or leased for at least one year.

Updates existing law regarding veterans' designations on licenses to include Hmong Laotian special guerrilla unit members from the Vietnam War and clarifies definitions of "veteran," "armed forces," and "immediate family member."
