Establishes a new "overseas military support account" as a separate, nonlapsing account within the General Fund to support organizations that coordinate care packages for active duty armed forces members serving overseas.

Account funds shall come from state appropriations and gifts, grants, donations, or bequests made for the account's purposes.

Adjutant General is authorized to expend moneys from the account to provide financial support to eligible organizations and shall develop criteria for determining eligibility.

Appropriates an unspecified dollar amount to the Military Department from the General Fund for fiscal year ending June 30, 2024, for deposit into the overseas military support account.

Both sections take effect upon passage of the act.
