Amend chapter 164 of the general statutes to require the state to fully fund all costs of providing special education to students in Connecticut.

Eliminate matching funding requirements that local and regional boards of education are currently required to contribute toward special education expenses.

Establish state responsibility for 100% of special education funding to ensure equal education opportunity for all special needs students.
