Amends Connecticut General Statutes titles 10 and 10a to guarantee students in public schools, colleges, and universities the right to exercise freedom of speech and assembly.

Prohibits discrimination or penalties against students based on the religious or political content of their expression.

Exempts from protection expression that is obscene to minors, libelous, slanderous, or incites students to create a clear and present danger of unlawful acts or material and substantial disruption of school operations.

Protects student publications under the same standards as other student expression.
