Establishes a State Commission on Capitol Preservation and Restoration consisting of twelve members appointed by legislative and executive leaders to oversee Capitol building preservation and develop a process for adding diverse statues to the Capitol's exterior.

Requires the commission to develop a master plan for Capitol preservation and restoration while maintaining the building's original historical character, and to establish artistic standards for new statues reflecting state diversity.

Mandates the commission submit a plan by February 1, 2024 for installing exterior placards or signage explaining the history of statues and markers on the Capitol building to the public.

Creates a new State Historical Commission of thirteen members comprised of scholars in history, literature, law, or philosophy from Connecticut higher education institutions, tasked with making recommendations to all three branches of government on historical memorialization and commemoration matters.

Both commissions are independent bodies within the Legislative Department for administrative purposes only, with members serving without compensation but receiving reimbursement for necessary expenses.
