Amends Connecticut General Statutes section 10a-55m to establish victim notification and participation rights in intimate partner violence investigations and administrative hearings at higher education institutions

Requires institutions to provide notice and opportunity for victims to participate when the accused is a student or employee but the victim is not affiliated with the institution

Mandates institutions clarify the roles and responsibilities of all parties involved in the investigation or hearing to the victim

Requires institutions to disclose all information discovered during the investigation or hearing to the victim
