Amends section 7-148b of Connecticut general statutes to require municipalities with populations not exceeding 25,000 to establish fair rent commission access if 25% or more of dwelling units are offered for rent.

Allows qualifying municipalities to either establish a regional fair rent commission with a neighboring municipality or grant jurisdiction to a neighboring municipality's existing fair rent commission.

Expands access to fair rent commissions for smaller municipalities that currently lack their own commissions.
