Amends Title 10 of Connecticut General Statutes to allow teachers to develop hands-on play-based learning strategies in schools.

Requires increasing the minimum amount of time prekindergarten and kindergarten students engage in undirected play, guided play, and games predominantly free of electronic mobile devices.

Mandates incorporation of play into instructional strategies for grades one through five, inclusive.

Aims to improve development of students' executive functions and reduce the negative impact of high levels of childhood anxiety.
