Establishes a task force to study allowing municipalities to convert biosolids into energy through anaerobic digestion.

Task force shall evaluate existing infrastructure for biosolids-to-energy conversion, any new infrastructure needed, and required legislative changes to enable municipal conversion programs.

Task force consists of 8 members: two appointed by House Speaker (with expertise in biosolids management and anaerobic digestion), two by Senate President Pro Tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, Commissioner of Energy and Environmental Protection, and Public Utilities Regulatory Authority chairperson.

All initial appointments must be made within 30 days of the effective date, with the first task force meeting held within 60 days.

Task force shall submit a report with findings and recommendations to the joint standing committee on energy and technology by February 1, 2024, and shall terminate on the later of that date or when the report is submitted.
