Commissioner of Administrative Services must develop and implement a program by January 1, 2024, to increase state advertising contracts awarded to news organizations owned by in-state or nonprofit entities

At least 50% of the total annual value of all state print and digital advertising contracts must be awarded to in-state or nonprofit news organizations

Exempts advertising contracts for tourism or employee recruitment purposes that are published or broadcast outside Connecticut

Annual reports required to the joint standing committee on government administration beginning February 1, 2024, detailing advertising spending under the program

Executive branch state agencies must provide information requested by the commissioner to facilitate program implementation and reporting
