Effective July 1, 2023, the Connecticut Clean Economy Council must identify a career ladder for green technology jobs by January 1, 2024, including career levels, education requirements, salaries, and available training programs at technical schools and higher education institutions.

The Connecticut Clean Economy Council must develop a comprehensive green jobs workforce training plan by January 1, 2024, aligned with state greenhouse gas emissions goals and including work-based learning programs, certificate and degree programs, and funding identification.

The plan must include a strategy to market and recruit individuals, especially from underrepresented populations, to green jobs programs at job centers, technical schools, and institutions of higher education.

The Connecticut Clean Economy Council must submit the plan and annual updates to the General Assembly's joint standing committee on higher education and employment advancement by February 1, 2024, and annually thereafter.
