Office of Workforce Strategy shall conduct a study of state actions and funding needed to address workforce needs in advanced energy, with results due to the labor committee by January 1, 2024.

Establishes a separate, nonlapsing "advanced energy workforce training account" within the General Fund effective July 1, 2023, to fund training programs, apprenticeships, and certification programs for advanced energy workers.

Defines "advanced energy" to include technology and services for wind, solar, hydroelectric, and nuclear energy, plus energy efficiency, demand response, energy storage, electric vehicles and chargers, and software.

Department of Energy and Environmental Protection shall study economic development programs to improve them and attract advanced energy and energy-efficiency manufacturing to the state, with recommendations due by January 1, 2024.
