Defines "low embodied carbon concrete" as concrete with reduced global warming potential measured in kilograms of carbon dioxide equivalent per cubic meter compared to industry averages, effective October 1, 2023

Requires the Commissioner of Administrative Services to revise concrete specifications for state construction projects to prefer low embodied carbon concrete when products are available and cost no more than 10% above standard concrete, and use is consistent with public safety

Amends section 13b-20n to require the Commissioner of Transportation to establish bidding regulations that include a preference for bidders using low embodied carbon concrete for public building contracts exceeding $500,000

Amends section 13a-95 to direct the Commissioner of Transportation to give preference to bidders using low embodied carbon concrete when evaluating bids for state highway and bridge construction projects, whenever feasible and consistent with public safety
