Establishes a safe online practices working group to study and make recommendations addressing harassing, abusive, or threatening behavior on online social media platforms.

Working group shall assess effects of online harassment on elected officials, public officials, and state residents; evaluate state or municipal actions balancing free speech rights against protection from harassment; and develop reporting guidelines for online harassment of elected officials, judges, and family support magistrates.

Consists of 18 members including three appointments each by House speaker and Senate president pro tempore, two each by House and Senate majority leaders, two each by House and Senate minority leaders, plus representatives from Freedom of Information Commission, Chief State's Attorney, Chief Court Administrator, and Attorney General.

Initial appointments must be made within 30 days of enactment; first meeting must occur within 60 days; working group must conduct at least one public hearing.

Working group must submit findings and recommendations to relevant legislative committees by February 1, 2024, and terminates upon report submission or that date, whichever is later.
