HB 6468 Summary

• Repeals and replaces Section 4-189i of Connecticut General Statutes to modify the process for reviewing state agency regulations, effective October 1, 2023.

• Requires each state agency to conduct a review of its existing regulations by June 30, 2024, and every seven years thereafter, with results due to the cognizant legislative committee by January 1, 2025.

• Each agency review must assess whether regulations are obsolete, unused in seven years, inconsistent with state or federal law, subject to complaints, or otherwise ineffective, and recommend ways to reduce the number and length of regulations.

• Requires agencies to post review status on the eRegulations System and mandates the cognizant legislative committee to hold a public hearing within 90 days of receiving the review, with copies available to the public 15 days before the hearing.

• Authorizes the legislative committee to request agencies initiate rulemaking processes or introduce legislation to amend or repeal regulations; if an agency fails to submit or conduct a satisfactory review, the committee may conduct its own review and introduce legislation.
