Increases annual disbursements to the Tobacco and Health Trust Fund from $12 million to $22.7 million, effective for fiscal year ending June 30, 2024, with remainder going to the General Fund.

Requires the Commissioner of Mental Health and Addiction Services to convene a working group with Commissioners of Consumer Protection, Revenue Services, and Public Health to evaluate licensure fees, penalties, and taxes on cigarettes, tobacco products, electronic nicotine delivery systems, and vapor products.

Working group must include representatives from at least two organizations that administer tobacco use cessation programs in the state.

Mandates the four commissioners jointly report recommendations to the public health and finance committees of the General Assembly by January 1, 2024, focusing on fee and tax increases to discourage use of tobacco and nicotine products.
