Adds two retiree board member positions to the Teachers' Retirement Board, to be elected by retired system members on or before October 1, 2023, and quadrennially thereafter.

Both retiree board positions require members to be retired teachers currently receiving a pension benefit from the system.

Retiree board members serve four-year terms beginning October first following their election, matching the term structure of other elected board positions.

Establishes that vacancies in retiree positions must be filled by the board electing another retired member of the system to serve the unexpired portion of the term.

Maintains existing board structure including three ex officio voting members (Treasurer, Secretary of Office of Policy and Management, Commissioner of Education), five Governor-appointed public members, and actively employed teacher representatives.
